Gets the value of the variable in the specified section and with the corresponding name, by requesting a read to the underlying persistence strategy. If that value is encrypted a decryption request to the encryption strategy is automatically issued to ensure the deliver of plain values.

The name of the configuration section where the requested variable is located. A section represents a group of configuration variables that share a common meaning for the application.
